Brown and drain beef, mix with salt and pepper.
Mix with corn and 1.5 cans of tomato sauce.
Cut tops off peppers, clean inside, stuff with mixture.
Place in 8 x 10 pan, put remaining mixture around peppers in pan.
Drizzle remaining tomato sauce and water on peppers.
Cover with foil and bake on 325 for 90-120 minutes, or until tender.
