Combine onion, bell pepper, garlic, chili powder, cumin, salt and sugar in crock pot. Add tomatoes, black beans, sweet potatoes and water. Cover and cook until sweet potatoes are tender and chili has thickened, 7-8 hours on low and 4-5 hours on high.
Serve with brown rice and sour cream.
