Add first 4 ingredients. In a blender, mix vinegar, sugar, mustard, onion powder, salt: when blending , gradually add oil. After well blended, add poppy seeds. Refrigerate dressing at least 4 hours. When ready to serve, add dressing. This makes a lot. Julie makes 1/2 recipe of dressing.
