Combine shortening, butter, salt, and baking powder in mixing bowl. Beat with paddle attachment until fluffy and light, 3 minutes. Continue beating and slowly sprinkle masa marina into bowl. With mixer still running, slowly pour in 1-1/2 to 2 cups broth. Scrape down sides of bowl. This should take 5 minutes. Drop at teaspoon of dough in cold water. If it floats it is ready, if not beat 1 to 2 minutes longer and test again. Beat in remaining 1/2 cup broth. Dough is consistency of thick cake batter. Cover the bowl and refrigerate for one hour.
Place husks in large bowl and pour boiling water over them. Keep husks fully submerged about 30 minutes until pliable. Tear thin strips from one husk to use for tying. Place has smooth side up with narrow end toward you. Scoop 1/4 cup masa onto upper third of husk. Spread dough in a 4 inch square with 1 inch from masa to top of husk. Spoon 2 Tablespoons of filling down center of dough. Bring long sides of his together rolling dough over filling to completely encase and seal it. Roll long sides together. Fold bottom third of husk toward center. Tie in place. Repeat until masa dough is used.
Place tamales in upright steamer over 1 to 2 inches of boiling water. Don't pack tightly. Fill in empty spots with more husks. Cover tops of tamales with husks to keep in steam. Cover with lid. Reduce heat to simmer. Steam for 1-1/4 to 1-1/2 hours. Husks will easily pull away from masa. Cool for 10 to 15 minutes.
