Stir together rice flour and 1/2 cup of soda water. Set aside. In a separate bowl, sift together flour, cornstarch, and baking powder. Stir 2 1/2 cups soda water, salt, and cayenne into this mixture then finally add rice flour mixture. Cover with plastic wrap and let rest in refrigerator for at least 1 hour.
