Meanwhile, brown the ground beef in a large pot, then drain off as much fat as you can.
Add the garlic, onion, and chilies and saute with the beef for 5 minutes.
Add the beans, chicken stock and salsa, and bring to a boil over high heat.
Season with the cumin, oregano, garlic and onion powders, pepper, white pepper, red pepper flakes, and cilantro.
Lower the heat to medium and cook, stirring occasionally, for approximately 1.5 hours.
Serve in bowls over Fritos, with chopped onion and grated cheese for garnish. Serves 8-10
The white bean chili is also excellent by itself, spooned over squares of cornbread. To use canned cooked cannellini beans, simply add 3 cans of beans to the beef mixture once it's browned, with 1 cup chicken broth and all remaining ingredients. Bring to a boil and then reduce heat. Simmer till flavors of melded. 45-60 minutes.
