In a deep skillete or stew pot, brown ground turkey over high heat. Add black pepper.
Reduce to medium heat when meat is browned and crumbled. Drain off grease.
Return meat to stove top. Add garlic, onion, green peppers and jalapenos to meat. Add chili powder and cumin; mix thoroughly. Cook over medium heat for about 5 minutes or until vegetables are crisp.
Stire in broth, tomato sauce, tomatoes, and black beans. Bring to a simmer, then reduce heat. Simmer for 30 minutes.
Remove chili from heat and stire in cilantro and green onions.
Server with crackers on the side
