Brown meat, onions, celery and garlic. Drain well.
Combine all ingredients in a large pot.
Simmer covered for one to two hours.
May substitute potatoes or pasta for the barley. Just remember to add towards the end of the simmering cycle so it doesn't break down and overcook.
