Grate zucchini into a med. bowl. add the lemon zest, parsley,garlic,pepper and eggs. mix well to combine. Slowly add flour, stirring so no lumps form.
heat 2 tbsp. olive oil in a large saute pan over med.-high heat until the oil sizzles when you drop a small amount of mix into the pan. carefully drop about 2 T of mix into pan, spacing fritters a few inches apart.
Cook fritters until golden 2-3 min. Lower heat to med. , turn fritters and cont. cooking until golden. Transfer to plate, keep warm in oven. Cook remaining mix. Garnish with lemon wedges and parsley.
