In a saucepan over medium heat, bring water and butter to a boil. Once boiling, remove from heat and add flour all at once. Stir with a wooden spoon until a ball forms. Let stand for 5 minutes. Add eggs, one at a time, beating well after each egg. Beat mixture until smooth and then spread into the bottom of a greased 9x13 dish. Bake at 400? for 30 minutes. Cool on a wire rack.
For filling, beat cream cheese until smooth, add milk and pudding mix, beating until well combined. Spoon filling into cooled pastry shell and top with whipped cream. Refrigerate until serving. Drizzle with chocolate syrup just before serving.
