1. Combine water, potato, celery, onion, bouillon, savory and pepper in pot; bring to a boil. Reduce heat to low and cover. Simmer for 15 minutes.
2. Add corn- simmer 5 minutes
3. Place milk and milk powder in bowl; mix. Add to pot and stir for 5 minutes
4. Remove 4 cups of soup and blend and add back.
5. Simmer the rest for 5 minutes.
