In a bowl, combine the flour, salt, pepper, baking powder & baking soda. Gradually mix in the butter w/a pastry cutter until the mixture resembles coarse bread crumbs. Make a well in the centre of the mixture & add the buttermilk & parsley. Stir gently w/a wooden spoon until just combined; the batter should be lumpy. Using a tablespoon, drop the batter onto an ungreased baking tray, leaving 3cm between the biscuits. Baked 8-10 minutes or until just golden. Serve warm.
