Place large pot over medium heat add ground beef, onion, garlic, bell pepper, parsley and jalapenos. Cook stirring occasionally until ground beef is no longer pink, about 8 minutes.
Stir in chili powder and cumin; cook for another 2 minutes
Add beef broth, tomatoes and beans. Bring to boil over high heat.
Reduce heat; cover and simmer for 90 minutes.
Ladle into bowls (1 1/2 cups) and top with tablespoon of cheese and sour cream.
