Add milk and whisk until flour is dissolved and sauce is thick. remove from heat. In 9x13 pan, layer marinara sauce, noodles, half of the white sauce, mozzarella, noodles, red sauce, parmesan cheese, noodles, the rest of the white sauce, mozzarella, noodles, red sauce. Cover and bake for 1 1/2 hours.
