Lightly coat an 8-inch springform pan with cooking spray.
In a small microwavable bowl, combine chocolate chips, water, and liqueur.
Microwave the mixture on high for 40 seconds. Stir it until it is smooth.
In a large bowl, whisk together ? cup sugar, cocoa, flour, egg yolks, and
evaporated milk. Whisk in the chocolate mixture.
In another bowl and using an electric mixer, beat egg whites with cream of
tartar until they are foamy. Gradually add remaining 3 Tablespoons sugar,
beating until stiff peaks form. Fold the mixture into the batter until
just blended. Pour the batter into the prepared pan.
Bake for 30 to 35 minutes or until the cake is just set at the center. Let
the cake cool in its pan on a wire rack. Chill for at least 30 minutes.
To unmold the cake, run the blade of a long, thin knife between the top
edges of the cake and the pan. Loosen the spring and carefully lift off
the sides, leaving the cake on the pan bottom. Slice into 12 slices
serve with chocolate or raspberry sauce, if desired.
