Mix the black beans, pinto beans, black-eyed peas, white corn, green chiles, jalapeno pepper (if using), red and green bell peppers, red onion, and cilantro together in large bowl.
To make the dressing, stir the rice vinegar, olive oil, honey, sea salt, and garlic powder together. Pour over caviar and mix thoroughly. Allow to chill at least one hour before serving.
Serve with assorted tortilla chips.
