Mix apples, one tablespoon flour, sugar and cinnamon together. Bake in an 8" X 8" pan at 450 degrees for 15 minutes. Remove from oven and reduce heat to 350 degrees. Mix together remaining dry ingredients. Cut in butter with pastry blender until crumbly. Arrange topping on apples and bake for an additional 35 minutes.
