Combine jalapenos, 1-2 cups cilantro, coarsely chopped onion, undrained tomatoes, garlic, and cumin in a blender. Pulse until blended and pour into a bowl.
Combine the onion wedges, 1/2 to 1 cup cilantro, fresh tomato, salt, and lemon juice in the blender. Pulse until chunky; the mixture should be of a courser consistency than the jalapeno mixture. Stir into jalapeno mixture and serve with tortilla chips.
