Dissolve 1/4 cup sugar in warm water. Mix Well. Stir in pecans. Let stand 10 minutes; drain. Combine 2 tablespoons sugar, chili powder, and red pepper. Add pecans; stir well.
Spread in a single layer on baking sheet. Bake at 350 degrees for 10 minutes; stirring once. Can be prepared 1 day in advance.
Whisk together mustard, honey, shallots, garlic, salt, and pepper. Whisk in olive oil.
Toss greens and blue cheese. Top with fresh fruit.
