Baked pasta in a skillet
Heat over to 475F.
Cook the oil, garlic, and red pepper in 12 inch skillet until fragrant, about 1 minute. Stir in tomatoes and 0.5 teaspoon salt. Reduce heat and simmer gently until tomatoes no longer taste raw, about 10 minutes. Stir in water and add pasta. Increase heat to medium high, adjusting to maintain simmer, until pasta is tender. Stir in cream, parmesan and basil, with salt/pepper to taste. Sprinkle mozzarella evenly over top. Transfer to oven and bake until cheese is melted and browned, 10-15 minutes.
