Preheat oven to 350 degrees. Lightly dredge beef in a combination of flour, salt, and pepper. In a large skillet brown beef in butter and oil in two different batches. Transfer beef to a casserole dish. Add beef broth and lemon juice to the skillet to deglaze. Heat if necessary. Pour over beef, cover and bake for 1 hour. In a large heavy pot bring water, rice and salt to a boil. Reduce heat and cover. Simmer with lid on for 18 minutes. Serve beef mixture over rice with sauce.
