Brown brisket on all sides in lightly oiled pan. Use a pan to just fit the beef (not to large).
Combine all liquid ingredients in large bowl. Place browned brisket in roasting pan. Pour liquid mixture over meat. Add onion and garlic pieces. Cover pan tightly with aluminum foil and bake at 350 for 2 1/2 to 3 hours until meat is tender enough for a meat fork to slide through easily. Cool briefly. Refrigerate meat and gravy separately until cold. Slice cold meat into serving slices. Remove fat from gravy. Place meat slices and gravy into a baking pan. A 13X9 inch pan works well. Cover tightly with aluminum foil. Reheat in a 325 degree oven until heated through about 30 to 40 minutes. Or freeze for later use. Serve with rice or potatoes.
