Heat oil over med heat. Add onion/celery and garlic. Cook until veg softens. 5min. Add thyme/tarragon/ and celery seed. Cook 30 seconds. Add broth and potatoes. Bring to boil. Reduce heat to med low. Cover and simmer for 5 min. Add broccoli and simmer 5-7 min until veg tender.
Transfer to blender purée. Return to pot over low. Heat. Wisk flour and cream. Add to soup. Increase heat to med and cook bubbly and thick. Add cheeses and pepper. Heat until cheese is melted.
