Add ginger, garlic, serrano chilis and stir fry for 2 minutes.
Add chicken and cook until white.
Stir together soy sauce, rice wine, and sugar. Add to wok.
Bring to boil and then cook for 5-10 minutes.
Add basil and scallions. Cook for 2 minutes.
Serve over sticky rice.
