Preheat oven to 350 degrees. In medium saucepan, melt margarine, add onion and cook until tender. Stir in flour, then water and bouillon; cook and stir until thickened and bouillon dissolves. Remove from heat; stir in sour cream.
In large bowl, combine 1 cups prepared sauce, chicken, 1 cup cheese, chilies, pimento and chili powder; mix well. Dip each tortilla into remaining sauce to soften, fill each with equal portions of chicken mixture. Roll up and arrange in greased 3-quart shallow baking dish (9 x 13-inch). Spoon remaining sauce over tortillas. Sprinkle with remaining cheese and parsley. Bake 25 minutes.
