In saucepan bring to low boil 1 cup water and 1/2 cup butter or margarine. Remove from heat. Stir in 1 cup flour and 4 eggs one at a time. Grease 10" X 15" jelly roll pan and spread mixture on the pan. Bake at 400° 30 to 40 minutes.
Filling
Beat with mixer 2 1/2 cup milk with 2 small packages Instant Vanilla Pudding. Fold in 8 oz Cool Whip and 2 tablespoons vanilla. Chill 1/2 hour. Spread over crust.
Icing
In saucepan melt 4 tablespoons butter or margarine and 1/2 cup semisweet chocolate chips. Remove from heat. Add 1 cup confectioner's sugar, 1 teaspoon vanilla and 2 tablespoons milk. Drizzle over eclair cake. Refrigerate until serving time.
