Stir in milk and melted butter. Melt chocolate squares, cool slightly, then add to mixture. Pour mixture into a 9x13 greased pan and set aside. SAUCE: Combine sugar, brown sugar, and cocoa in a small bowl. Spinkle mixture evenly over cake batter. Next gently pour boiling water over the top of the cake batter.
