Preheat oven to 425F
In a large bowl combine the flour, 1/2 cup sugar, baking powder, and salt. Cut in the butter with a pastry blender until the mixture resembles coarse crumbs.
In a separate bowl combine the egg, egg yolk, and 1/3 cup of milk. Add the egg mixture to the flour mixture, stirring until the flour is just moistened. Add more milk to make a soft dough.
Turn the dough onto a floured surface and knead gently about 10 times. Roll to 1/2-inch thickness and cut into 3-inch circles. Place 1-inch apart on an ungreased baking sheet.
In a small bowl beat the egg white until frothy. Brush over the circles and sprinkle lightly with cinnamon sugar.
Bake for 12 to 14 minutes. Transfer to a wire rack and cool for 5 to 10 minutes.
