Melt butter over medium heat. Add onion and cook until translucent.
Add water, soy sauce, brown sugar, chili powder.
Add juice from orange and lime. Place remaining peel along outer perimeter of the pan. Add chicken to center of the pan and cook through, turning occasionally.
Remove chicken and set aside. Remove lemon and orange peels; save to use as a garnish if desired. Reduce liquid to a glaze. Chop or shred the chicken and return to the pan; coat the chicken. Sprinkle with fresh cilantro.
Serve as tacos with sour cream or a chipotle sour cream.
