If using fresh peas, steam them until just tender but still firm- run cool water over steamer basket to stop cooking and preserve the color. If using frozen peas, only thaw them. Combine sour cream, yogurt, scallions, and salt and mix well. Add the peas in and gently fold them in until completely combined. Cover tightly and refrigerate until cold, then serve.
