In a large nonstick skillet, heat 1/2 teaspoon oil over medium heat, swirling to coat the bottom. Cook the bell pepper for 4 minutes, or until tender, stirring frequently. Remove from the heat. Transfer to a small plate to let cool quickly.
Meanwhile, in a medium bowl, stir together the crabmeat, cracker crumbs, egg whites, mayonnaise, milk, mustard, seafood seasoning, and cayenne. Stir in the cooled bell pepper. Shape into 8 small patties about 2 1/2 inches in diameter.
In the same skillet, heat the remaining 1 teaspoon oil over medium heat, swirling to coat the bottom. Cook the crab cakes for 2 to 3 minutes on each side, or until golden brown and cooked through. Serve sprinkled with the salt and garnished with the lemon wedges.
