Blend dry ingredients together in a large mixing bowl. Cut in butter with a pastry blender. Stir in raisins and orange zest. Make a well in the center and add buttermilk. Stir until it pulls away from the sides of the mixing bowl. Roll out on lightly floured surface until 1/2" thick. Place on parchment lined baking sheet. Brush top with cream or whole milk then sprinkle with 1/4 teaspoon cinnamon and 2 tablespoons sugar blended. Bake at 425 for 12 minutes or barely golden.
Mock Devonshire Cream:
Place everything in the bowl of a food processor and blend until smooth and thickened. Serve on scones.
