Heat oil over medium high heat
Saute onion and carrots 7-9 minutes
Add garlic, diced corned beef, salt, pepper and oregano, cooking for 2 minutes
Add chicken stock, sauerkraut and bay leaf
Bring to a boil, then reduce heat, cover and simmer for 20 minutes
Whisk water and cornstarch in a small bowl
Remove bay leaf, then whisk in cornstarch mixture, cooking for 5-10 minutes or until soup thickens
Stir in heavy cream and cheese and cook for 5-10 minutes until cheese is melted and soup is heated through
Place soup in bowls and top with croutons
