For syrup, bring first 2 to a boil, stirring occasionally. Add lemon juice. Reduce heat and simmer until slightly thickened and reduced to scant 1 3/4 c., 10-12 min. Stir in orange blossom water and cool.
For pastry, mix first 2. Lay 1 sheet of phyllo on work surface and generously brush with butter. Add another sheet and butter it. Lightly sprinkle 1/3 c. walnut mixture on narrow end of pastry leaving 2” border. Fold long sides in over filling. Roll up tightly to make a skinny log. Place seam down in buttered rimmed baking pan.
Continue to make 12 logs. Cut each log into 5 pieces (3 1/2” long).
Bake at 350F about 30 min. until golden brown. Turning pan once.
Spoon 1 c. cooled syrup evenly over pastries. Place seam down in buttered rimmed baking pan. Sprinkle center of each piece with pistachios.
Cool at least 1 hour.
