Simmer vinegar, lime juice, sugar, ginger and garlic sauce for the dipping sauce in a saucepan until thickened. 5 min. Remove from heat and set aside until ready to serve.
Prepare Condiments, put in bowls for serviing
Combine sherry, shallots, sugar and garlic sauce in a dish.
Toss meat, seasonings and sesame oil in a bowl. Heat a large saute pan over medium-high heat; add the vegetable oil and saute meat stirring occasionally until seared. Add the sherry mixture and simmer until sauce thickens, stirring occasionally, about 5 minutes.
Off heat, stir in water chestnuts and scallions. Clean lettuce and set on platter to serve.
