1) Peel large potato and microwave for 5 minutes. Using a box grater, carefully shred entire potato.
2) In a mixing bowl, combine potato, cream cheese, green chiles, and cheddar cheese. Combine thoroughly.
3) Add garlic and diced onion. Add in garlic salt and black pepper. Combine thoroughly.
4) On a small cookie sheet, cut a piece of parchment paper to fit. Create small "cakes" of the potato mixture on the parchment paper, until all the mixture has been doled out. Make the cakes fairly flat so that they will cook through better. Place the cookie sheet in the freezer for 10 minutes, as it will make the cakes easier to handle.
5) In a medium frying pan over medium heat, add a small amount of oil. When hot, add potato cakes, trying not to crowd the pan. Fry until crispy on each side.
6) Serve hot with sour cream to dip.
