Suggest a better description1) Set oven to 325 degrees and place oven rack on lower-middle level
2) Season beef with salt/pepper
3) Heat oil in dutch oven over medium-high heat until shimmering
4) Add onions and 1/4 tsp salt
5) Cook until well-browned (8-10 min)
6) Add tomato paste and garlic. Cook until rust-colored and fragrant (2 min)
7) Stir in flour and cook 1 min
8) Whisk in broth, 3/4 cup Guinness, sugar, and thyme, scraping any brown bits stuck on the bottom
9) Bring to a simmer until slightly thickened (3 min)
10) Stir in beef and return to simmer
11) Transfer to oven and cook, uncovered, 90 min. Stir halfway
12) Stir in potatoes and carrots
13) Cook until beef and vegetables are tender (1 hr). Stir halfway
14) Stir in remaining 1/2 cup of Guinness and parsley
15) Season to taste with salt and pepper
