Put a foil pan upside down over the heat element.
Combine the oil, garlic,parsley, tarragon, thyme rosemary, jalapeno, lime zest, orange zest, chile powder, salt and pepper and blend to a paste. Rub the paste over the entire turkey, including inside the cavity.
Grill at medium heat and close the grill hood. Grill until an instant thermometer inserted into the thigh registers about 165F, about 3 hours. If you have a thermometer in your grill, you keep it at about 350F.
Remove the turkey to a carving board and let rest for 20 minutes before carving.
