2. Trim fat from meat. Very thinly slice meat across the grain into bite-size strips. In a bowl combine the next five ingredients (through cloves). Rub mixture onto meat.
3. Coat an extra-large nonstick skillet with nonstick cooking spray; heat over medium-high heat. Add peppers, onion, and garlic; stir-fry until just tender. Remove from skillet.
4. Coat skillet with cooking spray. Add beef; stir-fry until beef is desired doneness. Return vegetables to skillet. Stir in zest and segments.
5. Serve wraps with steak mixture and Lime-Cilantro Yogurt Sauce.
Lime Cilantro Yogurt Sauce:
1. In a bowl stir together ½ cup plain fat-free Greek yogurt, ¼ cup snipped fresh cilantro, 1 teaspoon lime zest, and dash salt.
