1) Sauté the garlic, onions, peppers and chili in the oil
2) Add the tomato products and bay leafs, simmer for 45 minutes
3) Slice and roast the sausage for 20 minutes, drain fat
4) Add to the soup and simmer another hr.
5) Add the chicken and simmer another 30-45 minutes
6) Adjust seasoning with salt and pepper
7) Add the rice and mix well
8) Add scallions at service as garnish
