In a large pan, Brown the ground beef, drain all liquid/oil. Add the canned tomatoes, paste and sauce. Add 2 or 3 tablespoons of chopped garlic, italian seasoning, salt and pepper to taste. Bring to a bubble,reduce heat and simmer until liquid is absorbed.
While meat sauce is simmering, Chop the green onions. In a bowl, mix 2/3 of the cottage cheese and sour cream. Add in the chopped green onions. Cover bowl and place in fridge until until meT sauce thicken.
Lightly coat the bottom and sides of an 11x14 casserole pan. Begin layering pasta, meat sauce and cottage cheese. Should be 2 layers of each. Top with mozzarella cheese.
Bake for 45 minutes and the cheese is bubbly in a 350* oven. Remove from heat. Let it set for a few minutes until it able to cut into squares.
