Cook macaroni, drain and let cool 15 minutes.
Whisk together the mayonnaise, vinegar, mustard, sugar, salt and white pepper until well combined.
Add the cooled macaroni, celery, bell pepper, red onion and parsley. Toss to coat evenly.
Refrigerate at least 15 minutes. Serve chilled or at room temperature.
Store in refrigerator up to 3 days.
