1. Grese cake pan with cooking spray
2. Fill trivet at the pot and pour in water
3. In heatproof bowl, add butter and chocolate chips -- melt in microwave for about 2 minutes
4. Stir in sugar -- then eggs, milk and vanilla extract -- stir again
5. Add flour and stir until smooth
6. Pour batter into greased cake pan and use spatula to level
7. Place pan on trivet inside the pot
8. Seal lid and select Manual at Hight for 15 minutes
9. Do natural pressure release for 12 minutes then a quick pressure release
10. Remove trivet with pan on it and place pan on flat surface
11. Put plate over plan and flip the cake over onto the plate
12. Pour powdered sugar in a fine sieve and sift over cake
13. Cut into 8 slices and serve immediately
