Preheat oven to 350.
Heat cream of potato soup, butter, sour cream in microwave for a couple of minutes until butter is melted.
Combine frozen cubed hash brown potatoes, dried chives, and 1 cup shredded cheddar cheese.
Pour soup mixture over and mix.
Pour into 9 x 13 pan sprayed with Pam.
Sprinkle with remaining 1 cup of cheese.
Bake 1 hour at 350.
