*Put grated potatoes into a large bowl and cover with cold water.
*Leave for 15 min. the drain, rinse & dry.
*Mix grated onion, garlic & carrot
*Heat skillet and spray with olive oil
*Add potato, onion, garlic & carrot mixture & cook on low for 5 min. pressing the veggies down firmly with a spatula
*Add bell pepper & zucchini slices, cover & stir occasionally for 5 min.
*Add halved tomatoes & cook additional 2 min or until veggies are tender
*Beat whole egg, egg whites, pepper (to taste) & chives in a bowl
*Pour over veggies and cook for 4-5 min
*Stir eggs from side of skillet toward center, until veggies are tender & eggs are set
*Serve right away
*Garnish with arugula
