In a Dutch oven, over medium-high heat, melt butter.
Stir in celery, green onion, and minced garlic. Saute until tender, about two minutes.
Reduce heat to medium-low. Add remaining ingredients and cook for two more minutes or until the oyster edges start to curl and are heated through.
Discard bay leaf. Serve and garnish as desired.
