Freeze chocolate kisses. Beat butter, peanut butter and sugars, add vanilla and egg. Combine and fold in dry ingredients. Chill dough. Roll into balls, roll each ball in sugar. Bake 9-11 minutes. Press 1 dark chocolate kiss into each cookie. Bake an additional minute.
