Suggest a better description1) Brown the steak (cut onions and peppers)
2) mix flour in with cold water in a glass. Once beef is browned add flour mixture with a bouillon cube to make a gravy.
3) add equal parts pepper and onion
4) pour in more water to lightly cover vegetables
Serve with rice
