Simmer 30 minutes, remove chicken from sauce and let sauce cool and put through food processor
Shred chicken if using whole breasts and mix
Make sauce
MAKE SAUCE:
Place flour and oil in medium sauce pan over medium heat
Whisk and cook until starts to boil, then boil another minute or 2
Whisk in seasonings until well blended
Whisk in broth, reduce heat and simmer 10 minutes or until slightly thickened
ASSEMBLY:
Preheat oven to 400
Spread 1/2 C Sauce in bottom of 13 x 9 pan
Spread about 1/2 tsp sauce in middle of tortilla
Place 1 T shredded Chicken in tortilla and sprinkle cheese
Roll tortilla and place seam down in pan
Top with remaining sauce and cheese
Bake 20 minutes
