Soak potatoes in water bath in refrigerator at least one hour. Drain and arrange randomly in 9 X 13 greased baking dish.
Heat milk over VERY low heat; as the milk begins to warm, add Velveeta and onion powder. Heat until Velveeta is melted, stirring frequently.
Slowly pour over potatoes, distributing evenly. Sprinkle with cracked pepper.
Bake at 350 degrees for 45 min to an hour.
